Verify the License — It Takes Two Minutes
California plumbing contractors carry a C-36 license from the Contractors State License Board. Go to the CSLB’s license-check page (cslb.ca.gov), enter the license number from the company’s website or truck — every ad and vehicle is legally required to display it — and confirm four things: the license is active, the classification includes C-36, the business name matches who you’re actually hiring, and the bond and workers’ compensation lines are current. Why it matters beyond legality: an unlicensed operator’s work voids permits, complicates insurance claims, and leaves you with no CSLB recourse when it goes wrong. In California, anyone contracting jobs above a small threshold without a license is breaking the law — and they know it, which tells you something about how they’ll handle the rest of the job.
Seven Questions Before Anyone Touches a Pipe
- “Is the person coming to my house your employee, or a subcontractor?” Employees of a licensed shop are covered by its bond, insurance, and training. Follow up: are they background-checked?
- “Do you quote a flat price before starting, or bill time and materials?” A flat written quote means surprises are the company’s problem. Open-ended hourly billing means they’re yours.
- “Will this job need a permit, and who pulls it?” Water heater swaps, repipes, gas work, and sewer replacements generally do. A pro says “we handle it.” A hack says “we can skip it to save you money” — that discount resurfaces at resale.
- “What does your warranty cover — parts, labor, and for how long?” In writing.
- “Can I see the problem?” For sewer work especially: if there’s no camera footage, there’s no diagnosis, just a story. (Our sewer guide shows what real footage tells you.)
- “Who answers if something goes wrong at 9 p.m.?” Established local shops have an answer. Lead-generation middlemen do not.
- “How long have you worked in this area?” Local tenure means local references, local permit-office relationships, and a reputation the company has something to lose by burning.
Red Flags Worth Walking Away From
- A price quoted sight-unseen over the phone for anything beyond a basic service call
- Pressure to decide right now — real problems allow time for a second opinion; manufactured urgency is a sales tool
- Cash-only, or a large deposit demanded before any work (California law caps down payments on home improvement contracts at a small fraction of the total)
- No physical local address, no license number on the truck or invoice
- A catastrophic diagnosis with no footage, photos, or evidence you can see yourself
- “We don’t need a permit for this” on work that plainly needs one
A Short Glossary for Reading Quotes
Angle stop — the little shut-off under sinks and toilets. Lateral — your private sewer line to the city main. Rough-in — pipes placed before walls close. Trenchless — sewer replacement without open digging. Hydro jetting — high-pressure water pipe cleaning. Repipe — replacing supply lines house-wide. T&P valve — the water heater’s safety relief valve. A contractor who explains these plainly, unprompted, is showing you how the whole job will go.
